Assemblymember Chau Legislation passes the fiscal committee
On May 16, the Assembly Committee on Appropriations approved five bills authored by assemblymember Ed Chau (D–Monterey Park). These bills include extending the sunset date on the Register Your Mobilehome California tax abatement program; collecting data pertaining to cannabis DUI arrests; establishing an artificial intelligence commission; requiring data brokers to register with the Attorney General (AG); and facilitating the creation of international trade and investment offices in other countries.
“The bills approved by the Appropriations Committee address very important issues to many Californians,” said Assemblymember Chau. “These bills include efforts to make sure owners have accurate title to their mobilehomes, collecting data to understand how widespread cannabis DUIs are, examining the use of artificial intelligence in state government, ensuring the public knows which companies buy or sell their data, and improving international trade relations.”
AB 173 – Register Your Mobilehome California Sunset Extension - extends the sunset date on the Register Your Mobilehome California program – a fee and tax abatement program – until December 31, 2022, in order to promote the accurate titling of mobile homes.
AB 397 – Driving Under the Influence of Cannabis – requires law enforcement agencies to annually send their arrest data for Driving Under the Influence of Cannabis to the Department of Justice.
AB 976 – Artificial Intelligence Commission – establishes in state government the Artificial Intelligence in State Government Services Commission to gather input on how artificial intelligence and data science could be used to improve state services.
AB 1202 – Data Brokers – requires data brokers, defined generally as businesses that are buying and/or selling the personal information of consumers with whom they have no direct relationship, to register with the AG. The AG would be required to make the information provided by data brokers accessible on its internet website, collect registration fees, and otherwise enforce the provisions of the bill through civil action.
AB 1696 – The California International Trade and Investment Office Act of 2019 – promotes international trade relations by requiring the Director of the Governor’s Office of Business and Economic Development (GO-Biz) to establish a process for public and nonprofit organizations to submit proposals on the establishment and operation of international trade and investment offices in foreign countries.
